Saul’s engineering aptitude was honed in the various positions he has held, including his 5 years working for the City of McAllen Public Utility Department, and as designated engineer for several cities and utility districts. His repeated quality performance in site development has assisted <font face="Cooper Black" size="4" color="#432970">SAMES</font> to partner with numerous private owners on large development design contracts. Mr. Maldonado is a Licensed Professional Engineer and Certified Surveyor-In-Training with experience in the design and management of Civil Engineering Projects. As a Professional Engineer, Saul has supervised the design and construction of Sanitary Sewer Collection Systems, Road Improvements, Water Distribution Systems, Subdivision Development, as well as Storm Runoff Collection Systems. Mr. Maldonado’s management experience includes leading both professional and technical staff including a team of up to 10 construction inspectors.</div>
As a cofounder of SAMES and with over 20 years of professional experience, Samuel Maldonado is knowledgeable in a wide range of areas including: preparation of cost estimates, design, project and construction management, professional surveying, and also has a keen understanding of the accountabilities of a general contractor. Mr. Maldonado’s wide-ranging capabilities were instrumental in the successful completion of the firm’s first design-built project for the USDA service center in Rio Grande City, Texas and he has been an exceedingly vital component of this organization since its inception. Mr. Maldonado is a Licensed Professional Engineer and Registered Professional Land Surveyor. As a Professional Engineer, he has managed the design and construction of Building Infrastructure Projects (new and renovated), Municipal Sanitary Sewer Collection Systems, Water Distribution Systems, Road Improvements, Drainage Systems and Construction Management of both Public and Private Projects.
Mrs. Maldonado has 10 years of experience with a majority of her career being associated with Construction Management and Administration for Roadway and Storm Sewer Improvements Project. The largest construction management project she was involved in recently was of the Pharr GLO Downtown Drainage Improvement Project, a $2 Million drainage infrastructure project. She was fully involved with the standards and requirements of the Texas General Land Office as well as coordinated daily with the Program Manager, HNTB. Ms. Maldonado’s managed the reporting of 13 projects, awarded to SAMES for the Texas General Land Office including all progress reporting and project submittals.
Humberto is a government and political analyst with deep knowledge of the political societies and cultures of the Rio Grande Valley gained from years of significant government experiences in South Texas. Humberto has effective working knowledge of legislative process of the Texas and DC Legislature. He has proven success to forge diplomatic relationships between local government entities that include various municipalities and county government. Mr. Garza Entrusted with numerous appointments, as well as being the appointee, for local and state boards with operating budgets monitored by state and federal guidelines.
Mr. Garcia was previously employed by the city of Pharr, Texas as Public Works Director for approximately 12 years and employed in the field with a total of 23 years of service. Mr. Garcia s Public Works Director was responsible for the efficient economic development, construction, operation and maintenance of a wide variety of Municipal Public Works projects. He was also responsible for furnishings professional engineers advice, reviewing all engineering design work and construction plans, acting a liaison with consulting engineers involved in the major construction projects undertaken by the City.
